Win10 Initial tweaks

1.) Remove web search from start menu
2.) Disable screen lock pull up
3.) Remove Screen lock background picture
4.) Disable Cortana-search in taskbar
5.) Remove weather/info in taskbar
6.) Set default background image (logo/black)
